UniLav

UniLav is the unified electronic filing system (“modello Unificato Lav”) for all mandatory employment notifications (communicazioni obbligatorie) in Italy. Through UniLav, data are transmitted centrally to the Ministry of Labour, the public employment services (Centri per l’impiego), INPS/NISF and INAIL and replace the former separate notifications to the various bodies.

Who is required to file?

In principle, all employers in Italy are required to file – regardless of industry and company size – including Italian branches of foreign companies. In practice, filing is usually handled by a labour and payroll consultant (consulente del lavoro) or by the tax adviser. However, legal responsibility remains with the employer.

Which events are reported via UniLav?

  • Start/Registration of an employment relationship (Assunzione)
  • Extension of fixed-term contracts (Proroga)
  • Change/Conversion of the employment relationship (Trasformazione)
  • Secondment/temporary assignment and transfer (Distacco, Trasferimento)
  • Termination of the employment relationship (Cessazione)

Deadlines and form

The notification of a new hire must be filed no later than midnight of the day before the employee starts work. Extensions, conversions, secondments and terminations must generally be reported electronically within 5 days of the event. Filing is carried out exclusively online via the regional portals or through an authorised consultant; the electronic acknowledgement of receipt (Ricevuta UniLav) serves as proof.
