UniUrg is part of the so-called unified notifications (e.g. UniLav, UniSomm), transmitted via platforms such as ProNotel2.
The notification of employment relationships in Italy is strictly regulated. As a general rule, every hiring must be reported before the start of work (so-called UniLav notification). Failure to do so may result in significant penalties for undeclared work.
The UniUrg (Unificato Urg) represents an exception for genuine emergency cases.
What is UniUrg?
UniUrg is a simplified urgent notification, which allows an employment relationship to be reported quickly when it is not possible to submit the standard notification in time.
The notification includes only the essential data:
- employer (tax code, name)
- employee (tax code, name)
- start of the employment relationship
- reason for urgency
When can UniUrg be used?
Its use is strictly limited and only permitted in exceptional cases, such as:
- unforeseeable business urgency
- system failure (e.g. ProNotel2 not working)
- organizational reasons (e.g. advisor not available)
Important: UniUrg may be used only for new hires.
Deadlines and subsequent notification
UniUrg does not replace the full notification.
- The standard notification (UniLav) must be submitted afterwards
- Deadline: no later than the next working day, in any case within 5 days
Practical relevance for companies
UniUrg is an emergency tool, not a standard procedure.
Companies should consider:
- use only in cases of actual impossibility of prior notification
- careful documentation of the urgency
- timely subsequent notification to avoid penalties
In short: UniUrg is a necessary but strictly limited exception to the prior notification of employment relationships and should be used with caution in practice.
